Given the scale of the cosmetic industry, all packaging should be recyclable or refillable to address the issue of waste.
There are initiatives out there, with businesses specialising in recycling 'hard to recycle' products, and giving them a new life. These initiatives are making plywood-like boards that can be used to make all kinds of furniture, but the business is still finding it hard to be profitable. We need more initiatives like this to tackle the issue of waste in the cosmetic industry.
